This security setting determines which users who are logged on locally to the computer can shut down the operating system using the Shut Down command. Misuse of this user right can result in a denial of service.
Default on Workstations: Administrators, Backup Operators, Users.
Default on Servers: Administrators, Backup Operators.
Default on Domain controllers: Administrators, Backup Operators, Server Operators, Print Operators.
Counter Measure:
Ensure that only Administrators and Backup Operators are assigned the Shut down the system user right on member servers, and that only Administrators have it on domain controllers.
Potential Impact:
The impact of removing these default groups from the Shut down the system user right could limit the delegated abilities of assigned roles in your environment. You should confirm that delegated activities will not be adversely affected.
