The Do not allow encryption on all NTFS volumes machine setting should be configured correctly.
Encryption can add to the processing overhead of filesystem operations. Enabling this setting will prevent access to and creation of encrypted files.
Fix:
(1) GPO: Computer Configuration\Administrative Templates\System\Filesystem\NTFS\Do not allow encryption on all NTFS volumes
(2) KEY: HKLM\System\CurrentControlSet\Policies\NtfsDisableEncryption
